import parameters from glance configuration files

Hi, developer. When I read the glance source code, I find there are many parameters which come from the configuration files. But I really confused when to import the parameters from the configuration files.For example, glance-api. The code config.parse_args() in glance-api is to import configuration files. But the truth is that I find there are only a few parameters are imported when the program invokes config.parse_args(). But the following code is using some parameters that are not imported such as , "owner_is_tenant", "admin_role" which are in /glance/api/middleware/context.py.

I have done a test about the oslo.config. We only need to invoke the config.parse_args() one time, then the configuration file information will be kept in the memory. Later, when we registered some new parameters in configuration files, the system will return their value which is stored in memory.
