How to change network bandwidth of instances?

I have an Openstack Cloud Setup where the bare metal nodes work with 1000 MB/s network bandwidth. However, I do not know why, VM's have a bandwidth of 100 MB/s. Where can I change this setting?

The quantum network setup is flat networking with a provider router.

Which hypervisor are you using? Also, within your instance, which network card is provided?

@rdo the hypervisor is KVM, and the network driver is Ethernet controller: Realtek Semiconductor Co., Ltd. RTL-8139/8139C/8139C+ (rev 20) with 8139too Fast Ethernet driver 0.9.28.

you may need to change nova.conf to use libvirtusevirtioforbridges=true which provide high performance of network.
