easiest way to setup devstack flat network

Can someone pls help me setup openstack using flat network of just 10 IPs (single flat shared network)

Single server, two NICs, 10 static IPs (only), on ubuntu 12.04

openstack networking seems to be a pain. (at least for us noobs)

It's *really* not easy answering this question since it's waaay too broad. Even something as trivial as "installing OpenStack" can mean hundreds of different things. What are the exact issues you're running into? What are the error messages you're getting? We cannot help you without these.

This is a pretty broad question, but I really hope it gets an answer. The top guide for installing OS on ubuntu has a crazy private network designer interface, and what would be great is if my instances could just talk to my LAN's DHCP server. I can't learn much when my VMs have no internet access.

I used the below links to help me guide my configuration for Openstack using Devstack, I have also added Brent Sailsbury's multi node tutorial. This gives a bit more of an oversight on the flat networking. I amended the localrc file with the respective network details, things like the below. Fixed_Range and Fixed_Network_Size will give you the required available number of IP's.
