The error is in the endpoint. port number should be 9696. for example ""http://controller:9696""

Maybe your quantum server is not running and don't listen any ports. Try "netstat -plnt | grep 9696", if zero, check your iptables rules.

i reference from https://github.com/mseknibilel/OpenStack-Grizzly-Install-Guide/blob/OVS_MultiNode/OpenStack_Grizzly_Install_Guide.rst and this always happen when i try in network node

To solve the problem of "[Errno 111] Connection refused", you need to start the quantum-server, for example: quantum-server -v --config-file /path_to_quantum_dir/quantum.conf --config-file path_to_quantum_plugin_dir/ovs_quantum_plugin.ini

1) See if quantum is running on your server by running the following command:

ps aux | grep quantum

2) If it is running(you will get the it's process information if it is running), then see if port no 9696 is open and listening by running:

netstat -ntlp | grep 9696

3) If it is running, check if you can connect to the server using:

telnet <ip_address> <port_no>

If (1) and/or (2) are not working, see this page

If (3) is not working, check your network connection and retry.

Please add this information in the question and check why your AMQP server is unreachable; probably because you have not specified the IP and port, username and password in your config files(probably /etc/quantum/quantum.conf)?
