cant ping the tenant router gateway from my external network

I am following the openstack documentation on installing icehouse.

I have 3 vms powered by vmware workstation which runs on windows 7. I followed the guide with the only exception that my management network is also my external network.

In the verify connectivity part of the neutron part i cant ping the ip that would represent the tenant external gateway.

Any ideas why? In the dashboard I saw that an interface had status down but after i run the command "sudo ovs-vsctl br-set-external-id br-ex bridge-id br-ex" on the network node it went to active.

Update: I forgot to add that on the guide it says that i must configure the hypervisor to permit promiscuous mode on the external network but i dont know how to do that.

when i run ip netns on network node i only get qrouter-2d5f8bc3-228d-4989-9b41-397e24b1be0f

this is what i get for the second command and i cant ping neither one of the addresses
