If I am trying to install pip file externally, the script stack.sh automatically removes the old pip then try to install the new file and the new pip file installation displays error.

I too faced this issue and it was due to lack of write previllages to the user executing .stack.sh. It got resolved by giving +w permissions to /devstack folder.
