RDO/Icehouse: error during instance resize

We've installed RDO Icehouse on RHEL6.5 using packstack. When trying to resize or migrate an instance, we see the following errors.

Error: Failed to launch instance "resize-test": Please try again later [Error: Unexpected error while running command. Command: qemu-img resize /var/lib/nova/instances/f852d0ec-5af8-47a6-9adb-2e4545fb8672/disk 85899345920 Exit code: 1 Stdout: '' Stderr: "Could not open '/var/lib/nova/instances/f852d0ec-5af8-47a6-9adb-2e4545fb8672/di].

I've turned on debugging for the compute node where the instance is running prior to the resize/migrate. I saw from the debug output and looking at the nova code, it thinks the destination is "local". I even put in some additional debug code in virt/libvirt/ : _is_storage_shared_with() and can see that dest is which makes it think that the destination is local.

Has anyone else seen this error?

Yes, we resolved this by setting up ssh keys and config for nova on all of the computes. Seems like something packstack should have been doing. not sure if this was resolved in packstack in Juno.
