I had try with :
sudo qemu-system-aarch64 -enable-kvm -nographic ./trusty-server-cloudimg-arm64-disk1.img  -m 1024 -machine virt -cpu host

and it's ok.

How can I use nova boot with -nographic?

If you want boot with --no-graphic option you have to comment out parameter vnc_enabled = True in /etc/nova/nova.conf

Before : vnc_enabled = True After : #vnc_enabled = True
