I have been stuck for about a week and have gone through every troubleshooter i could find. The instances could not reach the dhcp so they self assigned an ipv6 address. I assigned a static ipv4 that they were supposed to have and they can ping another instance as long as they are on the same node. They are unable to ping the router or anything outside of it. Using ip netns exec to get into the routers namespace I am unable to ping the machines on the network or outside the network as well. I was unable to find anything in the error logs except the neutron one mentioned below.

I had the same problem some time ago! I had it with Icehouse on Ubuntu 14, could you tell us your version?

The problem is your dhcp agent tag 4095, which is equivalent to be unassigned VLAN tag for your local DHCP agents (it looks like you have 2 of them):

        Port "qg-89453d16-b7"
tag: 4095 <------------------- bad tag should be low number 2-10 usually
            Interface "qg-89453d16-b7"
                type: internal
        Port "qr-b143c6db-76"
tag: 4095 <--------------------- bad tag should be low number 2-10 usually
            Interface "qr-b143c6db-76"
                type: internal

What you need to do is remove and add back your network from dhcp agent as follows: neutron net-list #get network id neutron agent-list |grep -i dhcp #get <agent id=""> from first column

neutron dhcp-agent-network remove <agent id=""> <neutron net-list=""> neutron dhcp-agent-network remove <agent id=""> <neutron net-list="">

verify if your tag id 4095 is gone and should be low number perhaps below 10 or so, definitely below 4095
