Can I install HP Helion OpenStack CE without IPMI support (so powering nodes by hand)? Currently after setting up baremetal.csv TripleO does not continue if IPMI cannot be contected.

Theoretically yes. you can write your own power_manager driver and replace the ipmitool command call with a dummy command(for details refer to the ipmi.py in /nova/virt/baremetal/ in nova source code) the only one thing need to be noted is the nova-compute will periodically check the baremetal nodes state you need to figure out how to report the right baremetal node powerstate to the nova compute node such as undercloud.

Hope that helps!
