Hi June,

Unfortunately, the wiki page you linked to was created in 2011, and does not appear to have been implemented.

However, there has been significant work in the scheduler since this time. Some groups have included energy efficient features in their clouds - such as turning off physical machines which were not in use.

Like Stefano, I would recommend starting the discussion on the General mailing list https://wiki.openstack.org/wiki/MailingLists#General_List - there are definitely others out there who share your interest in energy efficient scheduling and maybe you can share ideas or collaborate?

I am not familiar with PC_scheduler, sorry. In the field I know of XLCloud that may be interesting for you. I would suggest you to ask this question on the OpenStack General mailing list, too since that is a more appropriate place to have discussions.
