nova delete <instance id > is not deleting the instances rather its task status changes to deleting

I am working on 3 node icehouse installtion. I was able to lunch five instances on it . After reboot, i am not able to lunch instances in active state. neutron agent-list , nova -manage service list are running well on the controller node. when i try to delete my alrrady lunch instances using nova delete <instance id="">... its task status changes to deleting but from nova list it is not removed . Is there any other command to delete these instances.

First change the status of the instances from deleting /error to active state by nova reset-state --active <instance id="">. Then delete the instances by nova delete <instance id="">. If it again changes to deleting status in the nova list then on the compute node instaces are running more than its limit.
