Folsom supports Windows 2K8 R2 and Windows 2012 servers (HyperV role enabled) as compute nodes. You can create a Windows VM on HyperV and then upload that VHD of that VM to glance using the following command

glance image-create --is-public=true --property hypervisor_type=hyperv --name "Win2k8" --container-format bare --disk-format vhd < win2k8_R2_x64.vhd (here the VHD name is win2k8_R2_x64.vhd, replace with the correct vhd name)

The property hypervisortype is used by the image filter. Here the value is set as HyperV, which means the scheduler will only boot this instance on HyperV compute ONLY. This feature(image filter) was implemented in Grizzly-1, not sure if it was backported to Folsom.
