Logs full of "Arguments dropped when creating context ...": why?

In the cinder scheduler.log file on my control node, the file is full of nothing but messages, repeated once per minute, of the following form:

 2014-06-09 13:12:41.512 3620 WARNING cinder.context [-] Arguments dropped when creating context: {'user': None, 'tenant': None, 'user_identity': u'- - - - -'}

What precisely are these indicating?

The neutron log has the same spam. To supress it, you can set the neutron.context log level to ERROR in neutron.conf:

default_log_levels = amqp=WARN, amqplib=WARN, boto=WARN, qpid=WARN, sqlalchemy=WARN, suds=INFO, oslo.messaging=INFO, iso8601=WARN, requests.packages.urllib3.connectionpool=WARN, neutron.context=ERROR

You may be able to do the same in cinder.conf
