I also received the same error and it was solved by changing iscsi_helper=iscsiadm from tgtadm as my tgt service was promting to be unknown job. Try if you have the same error.

Please elaborate your error and the log messages and configuration files. Check the cinder.conf file and check if services are running fine..and update your question accordingly
