Internationalization for debug logs

Would like to know what is the significance of enabling internationalization for debug logging! "Internationalization" section of cinder developer documentation specifies "debug log" as an example while on the other hand it says "user-facing strings" in log messages. So is it kind of documentation bug or there is convention to enable internationalization for log messages irrespective of log-level.

I got the answer from IRC. There is inconsistency in the cinder developer documentation @ about use of log translation with debug-level log (where debug log is given as an example for translation). which violates the rules of logging standards @ . So cinder dev-doc should be ported to logging standard (log translation)
