Energy Efficient Policies for Openstack

Hi Everyone

I'm new to Openstack and I'm wondering if OpenStack provides any mechanism for creating, distributing and managing energy/power consumption in the Openstack cloud. Does Openstack provide any ability for creating Energy Efficient Policies from a central point that can be distributed to it's instances. Can it monitor power usage between different instances and different Physical machines.

There is a project called kwapi which was looking at this

But do you know about PC Scheduler for OpenStack. Is it part of Openstack or is it just a proposal and hasn't been actually developed. It seems to me that it hasn't been implemented yet but I just need confirmation if it has or has not.
