How to make gre0 interface up

I am using icehouse neutron network node on ubuntu 14.04, using gre tunneling. I am not able to ping the VM ip from network node. I looked into network troubleshooting guide. One of the output shows gre0 and many interfaces are down. I am not sure why this interface is down? My knowledge on networking is basic. Can anyone has seen similar issue and share the steps to resolve.
