Login arbitrary user to horizon, having only admin token?

I have the admin service token, how can I login arbitrary user to horizon?

I would like to avoid anything that would break constantly, for example doing HTTP POST request to the horizon, and then somehow setting the session ID cookie in the user's browser.

I don't belive this is doable in normal configurations of OpenStack. What is your use case?

It shouldn't be possible. Come on, it'd be a security issue, so it shouldn't be allowed to log in as an arbitrary user. NEVER. PERIOD.
