Why does packstack try to use the wrong mysql password?

I made an answer file for packstack and it failed because of a networking mistake. I tried running again with the same answer file, and it looks like the manifests aren't picking up the mysql password that's in the answer file:

[root@centos65 ~]# packstack --answer=file=bootstrap.answer --install-hosts=,
Welcome to Installer setup utility
ERROR : Error appeared during Puppet run:
Error: mysqladmin -u root  password 'b279ae0ff1174c5a' returned 1 instead of one of [0]
You will find full trace in log /var/tmp/packstack/20140528-223637-puhq5u/manifests/
[root@centos65 ~]# grep MYSQL bootstrap.answer 

Why was packstack trying to use b279... for the mysql password when the answer file calls for 7c7f...?

Due to syntax error : packstack --answer=file=bootstrap.answer.
Should be packstack --answer-file=bootstrap.answer.
