If you will source keystonerc_user ( with credentials you try to use when login), would you be able to run
$ nova list
$ neutron list

Try to change the following lines in /etc/openstack-dashboard/local_settings:
OPENSTACK_HOST = "CONTROLLER-IP"
OPENSTACK_KEYSTONE_URL = "http://%s:5000/v2.0" % OPENSTACK_HOST
OPENSTACK_KEYSTONE_DEFAULT_ROLE = "admin"

OPENSTACK_HOST = "controller" 129 OPENSTACK_KEYSTONE_URL = "http://%s:5000/v2.0" % OPENSTACK_HOST 130 OPENSTACK_KEYSTONE_DEFAULT_ROLE = "admin" That does not help

Attention:- OPENSTACK_HOST="192.168.1.176" ( for instance). Real IP is required.

I am able to execute all the list commands however not able to login through the dashboard. How does the communication between keystone and horizone happen. Is it using the /etc/openstack-dashboard/localsetting file only? or somewhere else ?

The dashboard is using the local_settings file to determine which Keystone to talk to indeed. Perhaps try copy-pasting the password from your rcfile in case it's a case issue or something like that? You can also look at the keystone logs to see if something seems strange when the login fails.
