Where is the right place to set the default quota? [closed]

Running Grizzly with Openstack Networking.

I set the following quota in /etc/nova/nova.conf as the default for all tenants. Some of the tenants picked up the new values but there are some that didn't. I noticed that quotas can also be set in /etc/quantum.conf. So my question is where is the right place to change the quota? I also noticed that the commands "nova quota-defaults" and "quantum quota-show" have different set of values.

The OpenStack Operations Guide discusses quotas in depth here: http://docs.openstack.org/trunk/openstack-ops/content/projects_users.html#quotas.

I believe there is less documentation on quantum quotas, however. My guess is that each scheduler (nova and quantum) enforces quotas separately. So floatingip quotas from quantum are enforced by quantum when quantum is in place, and floating_ips for nova is enforced by nova's scheduler when nova-network is in use.
