As per installation guide (Chapter: 2. Basic environment configuration, section: Messaging Server), message broker service typically runs on the controller node. So message broker service should be installed and configured only on the controller node or on all the nodes?

It should be installed on your controller node, then you configure the services on other nodes to make use and communicate using the message broker

Example for the Compute Node using RabbitMQ as the message broker.

Configure the Compute service to use the RabbitMQ message broker by setting these configuration keys in the [DEFAULT] configuration group of the /etc/nova/nova.conf file:

[DEFAULT]
...
rpc_backend = rabbit
rabbit_host = controller
rabbit_password = RABBIT_PASS

Thanks for the reply. It was helpful. I have finished the initial setup of environment and going for configuring various services... Probably by the end of setting up and configuring major services I would get more clarity...
