can i insert a configuration file into virtual machine, when its up and running?

i want to insert/inject a configuration file into VM and then need to run some command. please help to figure out, how i can do that.

config file means text file. we are doing a POC and we have to figure out is there a mechanism to inject file once VM is already deployed. i know there is one mechanism which is called "cloud Init" but as far as i know that helps only at the time of VM deployment.

If anyone know how i can inject a text(config) file when VM is already deployed, please help.

have you tried post creation scripts while deploying the VM with nova boot.

While creating VM image, insert the file in VM and edit .profile to run the script.
