how to create single-flat-network with vlan in neutron (official guide not clear)

Hi I am using the official installation guides to configure my neutron network. http://docs.openstack.org/havana/install-guide/install/apt/content/ (http://docs.openstack.org/havana/inst...)

However, I found the configuration guide for single flat network doesn't strictly follow the instructions in the create-base-neutron-network guide. In the latter, we need to create two networks and two subnets, but when it comes to the single flat network case, we create only one net and one subnet.

What is the relationship between the two section? Also, when I create the network, should I use --provider:network_type flat or --provider:network_type vlan?
