I just ran devstack in a new Fedora 18 VM and didn't encounter this behaviour... Could you update your question with some additional information?

Is this failing while running ./stack.sh or later?

Is the manage.py command run by devstack or by yourself?

Can you access the login page?

I am running the grizzly branch of devstack. The manage.py is run by devstack. I can not access the login page.

Before running ./stack.sh, did you make sure you were on the stable/grizzly branch for devstack? (git checkout -b stable/grizzly).
