Can I have multiple rackspace and multiple aws accounts and still be able to manage all my systems using openstack?

For example, I have 3 customers on rackspace, 4 customers on aws... all with their own cloud vps accounts, respectively. Can I add all their accounts to openstack and manage the resources in 1 place? Or do I have to run unique openstack instances for each account?

I think you're confused on what OpenStack is. Please read the documentation

I guess you're looking for something like RightScale or Dell Cloud Manager to manage multi-cloud environments through a single interface. OpenStack doesn't provide such a functionality and that's at least for now not in the scope of the project, but it might be possible to extend the interface and manage OpenStack accounts and instances on Rackspace / Softlayer, etc. (as Eucalyptus already does this for AWS) and I guess some a day someone might provide such a plugin for OpenStack.
