Instance not taking IP form The DHCP and Gateway router external port down?

Hi there, i'm building the openstack environment using havana release. i have currently three VMs: Controller, Network (neutron) and Compute1. So far the services are up and running fine but i'm not able to get DHCP on the Instance OS. Additionally my virtual router shows on the dashboard that the port to the external network is down.

i'm using the openvswitch for layer 2 and check the openflow configuration. the result is below:

Any suggestion on why these ports are down and how to make them come up?

It is normal that those ports are down. I have the same on my working Havana setup. Have you tried restarting all the neutron-* services?

What about neutron logs on network node? What do they say?

Could you paste: ovs-vsctl show

Interested in the VLAN tag on the taps on the network node and compute nodes. If the VLAN tags are 4095, that's a signal for an error and I'd expect errors in the OVS agent log as well.
