I installed OpenStack inside VMware(installed in Windows 8.1) having Ubuntu using DevStack

Everything works fine. I am able to Ping/SSH instance from Ubuntu and vice-versa.

Now I want to access instance using its floating-IP from the Windows 8.1. How can I do it?

Are you trying on the same machine? Sound like it, if so you don't need floating IP's, you can get to it thru what ever network address VM gives it. I run 7-10 VM on VMWare fusion (Mac) and 5 of them run Openstack/devstack, getting to them is no problem on my Mac's browser. I do this all the time, windows should not be any different on the VMWare sided for hosting OpenStack.

Apart from assigning floating-ip you need to edit security group also accordingly to access VM from out side.
