When we launch an openstack instance from ISO, it showing active in dashboard. But when we open remote console to the newly created instance, it shows RHEL install wizard. On storage device selection page, to actually extract ISO contents, it fails with error "no drive found". Though we have given 20/40GB space to new instance, it fails to find that disk given to VM. We also tried boot from image(create new volume),also failed. no matter what kind of iso, it seems that it can't find local 20/40GB drive when boot instance by iso image. please help!

you should install it first via kvm or virtaul box then make sure it's type support glance. you can't use iso to boot instances in cloud

You can use ISO in Grizzly . Take a look at mrunge (@redhat) feedback
Too much people consider it as regression in Havana.

Is there a workaround for boot from volume now? And for windows iso image, we are seeing the driver could not even be detected, do we have to use kvm virtio to install it?

Not sure, would it be a workaround for you :

$ cinder create --image-id ad91d437-53a8-4486-a825-3443086a4a46 --display_name UbuntuTVL0417 5
$ cinder list | 3c858fac-c085-4de2-a6c3-e715abf8739f | availabe | UbuntuTVL0417 | 5 | glusterfs | true | |
$ nova boot --flavor 2 --key_name oskey25 --block_device_mapping vda=3c858fac-c085-4de2-a6c3-e715abf8739f:::0 UbuntuTRS0417
I would also expect you to prepare windows image yourself.
Search recent entries here regarding Windows image. Here is one of them
