I have various templates stored in my Virtual center. These templates have been used across various clusters in VC. Is there an utility/command in Glance that would search the VC and import/upload.

No, as far as i know currently there isn't any utility to do such a thing. You have to use the vmware Image converter program to get a vmdk and this file you'll be able to upload to glance for usage.
