In same VM, I am not getting any issue with havana release. How to resolve in Icehouse?

Devstack was unstacked by other user, before collecting the log file. I will try to reproduce the issue and troubleshoot.

You need to check the glance api logs (default /var/log/glance/api.log) to determine the exact cause of 500 error!
