VM correctly spawn but, when it starts, Windows says that "a recent hardware or software change" impedes windows to start correctly.
It looks like described in Question Glance image create - Windows template from vmdk disk .
I guess step like glance image-update --property ?? is skipped .
No idea how to fix in meantime. I never got this error on Havana Muti Node deployements on CentOS 6.5, but those deployments had Neutron OVS&VLAN setup via answer-file.

What's your physical network MTU ?

We recently had issues with VMs failing to get "large" (> 1400 bytes) chunks of metadata on physical networks configured with a 1500 bytes MTU.

Increasing the physical layer's MTU to > 1550 fixed the issues.

Another option is to lower the MTU inside your VMs to 1450 bytes. This is generally done through through DHCP (dhcp option 26), but as Windows hosts ignore this, you'll have to hardcode this value in your images.

This is all caused by the GRE overhead.

I have dhcp option 26 . MTU inside VMs is set 1454. However, I would guess Network disconnection or so, but not failure inside Windows guest when loading.
At least Linux guests behaved this way, might be Windows is different.
Thank you anyway.

If you are correct , I just cannot have Win2012R2 evaluation image installed. It forces me to work on image for Neutron&GRE prepared manually.

@francoischarlier Yes, you are correct it is GRE issue

I am using KVM ( standard Virtualization setup on Fedora 20 Compute Node)
Ubuntu 14.04, F20, CentOS 6.5 instances are running fine.
