it may caused by vcpu topology, look at this bug:

https://bugs.launchpad.net/nova/+bug/1199019 (https://bugs.launchpad.net/nova/+bug/...) ,and

https://bugs.launchpad.net/nova/+bug/1265426 (https://bugs.launchpad.net/nova/+bug/...) ,give a solution

the blueprint: https://blueprints.launchpad.net/openstack/?searchtext=support-libvirt-vcpu-topology (https://blueprints.launchpad.net/open...)

and the wikipage: https://wiki.openstack.org/wiki/VirtDriverGuestCPUTopology (https://wiki.openstack.org/wiki/VirtD...)
