Cloud-init fails to connect on guest running in Openstack with Neutron (Havana)

Have read some posts like 'cloud-init' fails to connect on guest running openstack with neutron. I am facing similar issue. Not able to reach metadata service - so not able to login to launched VM using key authentication. Are there any bug - like - cloud-init will work only with nova-network and not with neutron? If so, are there any fix for this?

Documentation also talks about config_drive for similar functionality. Appreciate any pointers to documentation on how to use config_drive to push metadata to the launched VMs.

You have already asked Question. You may also look the same link in the answer to track step by step issues related with that Question. I just forgot to mention another blog entry. This one contains detailed commands description inside VMs and several snaphots. Hope it helps.
