Don't create a tenant for an administrative user

I create a tenant for an administrative user and a tenant for other openstack services to use.

# keystone tenant-create --name=admin --description='Admin Tennat'

The results show:#'NoneType' object has no attribute 'encode'

This sequence of commands (syntax differs form yours) worked for me :-

$ keystone user-create --name admin --pass xxxxxx
$ keystone role-create --name admin
$ keystone tenant-create --name admin
$ keystone user-role-add --user admin \
    --role admin --tenant admin
edit flag offensive delete link more
