Nova Networking issue

I just stood up a new compute node. I copied the nova.conf file from another compute node over to this one and modified the pertinent information. Instances will spawn on the new node, however the metadata and networking pieces aren't working right.

The instance spawns and is assigned an IP. But the NIC on the instance does not see the network nor does it have the IP assigned so it cannot be pinged. However once I reboot the compute node the instance NIC gets the proper IP and it can be pinged.

The other odd thing is that even once an instance has its IP and can be pinged, new instances still have the same behavior and won't have the network setup until after the host is rebooted. Similarly once an instance is rebooted if the host is up it loses the IP and network.

The compute node is single NIC as this is still in a POC phase. But my other compute node is also single NIC and is working properly.

Another data point: I can assign a floating IP but the instance is not reachable using the floating IP even when it's a member of a security group that opens all ports.

I'm using the nova.network.manager.VlanManager as my networking module. vlan_interface=eth0 and public_interface=eth0 the routing_source_ip=<ip of="" the="" machine="">

There are no errors in nova-network.log,nova-compute.log, or syslog.
