cinder rate limit notworking

Hi,

We have tried to set the Rate limit for i/ops on cinder volume with the help of QOS , but the volumes are not able to inherit the changes.

Please suggest.

Now when we look into the XMl of the the instance "manually" it is showing noting related to the i/o.
