Looks like cinder-backup service didn't get installed? Why would this be?

# service --status-all|grep openstack
openstack-cinder-api (pid 21282) is running...
openstack-cinder-scheduler (pid 21412) is running...
openstack-cinder-volume (pid 21352) is running...
openstack-glance-api (pid 20953) is running...
openstack-glance-registry (pid 20915) is running...
openstack-glance-scrubber is stopped

What happens if you start cinder-backup manually? Do you see anything in the Cinder log file? Packstack often provides you with additional logging; did you see anything there?

The service does not exist. As per my comment above, it never got installed for some reason?

# service openstack-cinder-backup start
openstack-cinder-backup: unrecognized service

# service --status-all|grep openstack
openstack-cinder-api (pid 21282) is running...
openstack-cinder-scheduler (pid 21412) is running...

There is no openstack-cinder-backup in the rpm. Look at the contents of /etc/rc.d/init.d

Revisiting older posts - have you tried this again more recently than April, with newer packages? We would be interested to know if you're still experiencing the same problems now, or if this has been fixed.
