Is it possible to communicate network information from Openstack to VMware without using VMware's NSX product and the Neutron/nsx-integrated-services plugin? If so, what should I use?

Yes, if I correctly understood your question; AFAYK there is another neutron plugin that works for vmware compute drivers: Plumgrid. Unfortunately i never used it.

You could find a neutron-plugin compatibility matrix here (Table 7.4. Plug-in compatibility with Compute drivers): http://docs.openstack.org/admin-guide-cloud/content/section_plugin-arch.html (http://docs.openstack.org/admin-guide...)
