feature to attach USB on Guest VM

I am using grizzly. I have a requirement to attach USB to guest VM. Is this feature committed yet ?

Tried following link, but not succeeded. Is this the correct procedure...

Some more info: May i was doing wrong procedure. Actual requirement is, I am attaching a USB on Host machine and I want to access that USB on GUEST VM.

The feature you linked to relates to being able to make the disk image the new property is associated with appear using a different bus (such as USB, virtio, IDE) in the guest virtual machine. It does not relate to passing USB devices from the host to the virtual machine which based on your closing statement is what you wish to do.

A design blueprint for USB passthrough support that would allow this does exist, but it has not been implemented at this time [1]. As such while support for USB passthrough exists in at least some of the underlying hypervisors, including KVM, it is not yet exposed in OpenStack.
