How to expose an address not bound to a neutron port?

Hello,

I'm working on a heat template to deploy zabbix ha cluster according to below design:

zabbix ha

I can't figure out how to expose public virtual IP from loadbalancers' VRRP configuration (192.168.0.250)?

It is not bound to a neutron port - any ideas?

I redesigned the topology using neutron built-in lbaas as showed below:

zabbix ha topology
