At least the conductor should contain an error log. Are you sure you are looking at the right file? You need to check log entries that were created at roughly the same time as the instance.

"no valid host found" means your compute host is unable to run the instance. This can be due to lack of memory or storage, or wrong CPU type, or wrong hypervisor, or one of many other possible reasons. Usually, you will find the reasons for rejecting or selecting a host in the scheduler log.

Can you manually create volume? (From Volumes tab in dashboard) If not please check disk space that cinder volumes have located, by default will be /var (/var/lib/cinder/cinder-volumes)

Cinder volumes have nothing to do with instances, except if the instance is booted from a volume. Still, they won't generate "no valid host" errors.
