does Heat templates follow Pure Tosca specification?

Heat is said to be compatible with Amazon AWS templates which have existed for a number of years till now, and also, Heat templates are said to be TOSCA compliant. TOSCA is a fairly new stanrdard. These two appear to be contradicting. Can someone clarify please? Do Heat templates follow Pure TOSCA?

Heat supports templates which are compatible with CloudFormation templates, implementing reasonable compatibility with AWS resources types (see )

The Icehouse release of heat also has a new YAML based template format called HOT (see ). The HOT format has been developed with assistance from people developing the TOSCA specification. We expect HOT and TOSCA to continue to evolve together so that it will be possible to represent TOSCA concepts in HOT templates. We then hope to have tools which help converting between TOSCA and HOT.

Eventually it may become possible for the Heat server to have native support for launching TOSCA templates, but the timeline for this is unknown.
