ceilometer has python library binding named python-ceilometerclient, see:

https://github.com/openstack/python-ceilometerclient

you can download and install it, or install from your binary package manager, or just pip install -U python-ceilometerclient

then you can do some work like this:

from ceilometerclient import client
c = client.get_client(some-argument-here)
meters = c.meters.list()
for meter in meter:
    pass # do something you want

please read the source code if you're not sure about the interface and their parameters, i cannot find some useful document reference for you, more detailed code example can be searched on github
