After banging my head for long time, I got this resolved.

The error is because, /var/log/keystone/keystone.log was not having the correct file ownership. It was root:root. I have changed it to keystone:keystone.

The issue here is instead of crashing, python should have logged some messages or should have thrown some exception.

This is the bug id : https://bugzilla.redhat.com/show_bug.cgi?id=971465
