This seems to be an issue contacting PyPi during package download. Is this happening persistently or is the issue now resolved? https://answers.launchpad.net/openstack-dashboard (https://answers.launchpad.net/opensta...) might be a better place for getting answers pertaining to the dashboard project as this is the OpenStack Compute/Nova answers area.
