I am setting up an OpenStack cloud but I also want my VMs to be compatible with Amazon EC2 so that in the peak traffic season I can easily migrate my servers to the EC2.

Is it possible to create VM in OpenStack which is compatible with EC2 so that I can migrate it to EC2 and later from EC2 to OpenStack ?

Typically the answer is no. The way this use case is usually handled is by having a base image in both clouds that your application can run on. When you need additional capacity your management tools spin up instances based on that image in the appropriate cloud.

If you have management tools that already interact with EC2 then you can use those with OpenStack as well, via the EC2-compatible API Nova exposes, but you can not directly migrate machines between them (not in the way you do in a traditional enterprise virtualization solution anyway). Solutions like CloudForms also offer some assistance in managing heterogeneous cloud setups like this.
