How to resolve hardware enrollment issues with Baremetal provisioning?

I'm trying to do a baremetal provisioning using openstack following steps given on wiki Baremetal page

All the steps run through but I get into issues with Hardware Enrollment. Whenever I try to execute,

  nova baremetal-node-create --pm_address=... --pm_user=... --pm_password=... $COMPUTE-HOST-NAME $CPU $RAM $DISK $FIRST-MAC

I get into an error stating: "The server has either erred or is incapable of performing the requested operation". For reference, I'm trying to provision a HILO baremetal instance. In fact, I get the same error even when I'm just trying to list baremetal nodes.

Any pointers on what could be the possible root cause for this? Any pre-requisites missed in the document that I'm following? Pls advise.

The Nova "baremetal" driver was deprecated in the Juno release, and has been deleted from Nova.

Please see Ironic for all current work on the Bare Metal Provisioning program within OpenStack.
