Yes, there is no problem but VMs performance will be worst. You need to configure QEMU or LXC as virtualization drivers in your compute nodes:

Do you know what is the minimum processor support of Intel, is needed to setup openstack. I'm planning to buy three P4 machines used to setup openstack, with VT enabled
